Maintenance and Application of Industrial Waste Management Information System of 2018 and 2019

This project assists the Environmental Protection Administration (EPA) in promoting activities concerning the management of industrial waste, and maintaining the operation of relevant information systems. The project of this year included sixty-one tasks which could be divided into four parts: system optimization, expanding the controlled waste clearance vehicles which should be equipped with GPS, free consulting line services, and data compilation and administrative support. For system development, operation records and monthly report were updated by the use of .NET Framework version4.5 as had been planned in 2016. 256 programs were therefore updated, and system security and maintainability were also improved. Due to the amendment to the Waste Disposal Act, adjustments were made to the application for Industrial Waste Disposal Plan and examination functions, and reuse registration was included into WDP by revising system. Besides, some processes and functions were simplified including reporting process, setup for overall controlled waste codes, production report, storage report and manifest document. About 39,000 facilities were estimated to be benefited from these changes. In response to the import of plastic waste, operation record reporting function for wastes required as materials for industrial use was developed. This change would make waste management in Taiwan more comprehensive and complete. Expansion of the controlled waste clearance vehicles was completed under this project. More than 9,000 waste clearance vehicles were gradually under control. A platform for hardware and software was evaluated and established for the expansion. In addition, a public hearing was held for this matter. Examination of waste clearance vehicles with GPS would be continually improved to tighten the tracking of industrial waste. This project also integrated the free consulting line services. About 4,473 inquiries including permit application and system operation were dealt with per month. Satisfaction survey was made and completed in October with a satisfaction rate of 99.4%. This project also completed annual report of 2017 and monthly statistical reports. Besides, this project assisted EPA in analyzing all kinds of statistics and completing the statistics of the capacity of sludge, which includes a statistical diagram for national waste capacity and quarterly statistical reports for the capacity of sludge. As for system maintenance and administrative support, apart from the regular database scheduling and backup operation, this project not only welcomed suggestions from users but also optimized up to twenty-two system operation functions. Four external system interfaces were also developed to achieve EPA’s goal as data sharing.
